LCA Urges Industry-Wide Response to HSE Lead at Work Consultation

The Lead Contractors Association (LCA) is calling on the lead-working, construction, and heritage sectors to actively engage with the current consultation on changes to the Control of Lead at Work Regulations 2002 (CLAW).

What are the Proposed Changes?

LCA Position

The LCA fully supports the objective of protecting workers’ health; however, the proposed measures raise concerns over practicality and wider impact of the proposals on the specialist lead sector. The consultation proposes significant changes to exposure limits and compliance requirements, which the LCA believes could have far-reaching consequences for contractors, manufacturers, suppliers, heritage specialists, and the wider construction industry.

Why Your Response Matters

This consultation will directly influence future requirements under the Control of Lead at Work Regulations. Your experience helps ensure any changes are practical, proportionate, and effective.

  • You may request for your details to remain confidential when responding
  • You do not need to answer all of the questions – all submissions will be reviewed
  • Focus on areas where you have direct experience or evidence

Since the proposals were announced, the LCA has undertaken extensive engagement across the industry. This has included direct discussions with the HSE, support for members preparing consultation responses, engagement with training providers and industry bodies, awareness campaigns through industry publications, communication with MPs, and collaboration with stakeholders across the sector to align evidence and messaging.

However, broader industry participation is now critical. Please fill out the consultation document and please share this widely.
